IPv4: Interpretation 1 (Optimistic case)
Either (a): If new values can be used, existing nodes should ignore the packets and forward them normally
Needs a 2113 update to open a registry but should be backwards compatible
Or (b): If new values cannot be used (use value 0 for everything), then when a node ‘examines the packet more closely’ it will find no local consumer for UDP, or for UDP && port=GIST (i.e. there should be no function which wants those packets) and still forward them normally
Consequence: GIST is fundamentally OK
NB still need to tighten up fragmentation aspects and implementation guidance as in IPv6 case
Host behaviour is broken in some existing IP stacks but can be worked around
