    1. The minutes of the September 5 Teleconference were approved.
    Secretariat to place in public archives.

    2. Subsequent to the September 5 teleconference, the following were
    approved:

    o 0-byte Support for R-mode in Link-Layer Assisted ROHC Profile
    <draft-ietf-rohc-rtp-lla-r-mode-02.txt> as a Proposed Standard.
    o Lower Layer Guidelines for Robust RTP/UDP/IP Header Compression
    <draft-ietf-rohc-rtp-lower-layer-guidelines-03.txt> as an
    Informational RFC.
    o Limiting the Scope of the KEY Resource Record
    <draft-ietf-dnsext-restrict-key-for-dnssec-04.txt> as a Proposed
    Standard.

    3. The following action items were reported as done:

    o Allison to convey her concerns on the rmonmib charter addition
    o Alex to send in DISCUSS comment for draft-ietf-mpls-rsvp-unnum
    o Scott to update ID-NITs
    o SMB to send comments on the two IPO documents
    o Ned to write RFC Editor note for draft-segmuller-sieve-relation
    o SMB to send comments on Jabber

    4. The IESG approved publication of Obsoleting IQUERY
    <draft-ietf-dnsext-obsolete-iquery-04.txt> as a Proposed Standard.

    5. The IESG approved publication of Entity Sensor Management
    Information Base <draft-ietf-entmib-sensor-mib-01.txt> as a
    Proposed Standard. Secretariat to send announcement.

    6. The IESG approved publication of Internet Media Type
    message/sipfrag <draft-ietf-sip-sipfrag-00.txt> as a Proposed
    Standard. Secretariat to send announcement.

    7. The IESG approved publication of the following documents as Draft
    Standards:

    8. The Secretariat is to post a WG Review message for Network Mobility
    (nemo) Working Group.

    9. The Secretariat is to post a WG Review message for Securing
    Neighbor Discovery (send) Working Group.

    10. The Secretariat is to post a WG Review message for Extensible
    Messaging and Presence Protocol (xmpp) Working Group.

    11. The IESG approved publication of Forward Error Correction building
    block <draft-ietf-rmt-bb-fec-07.txt> as an Experimental Protocol.

    The IESG also approved publication of The use of Forward Error
    Correction in Reliable Multicast <draft-ietf-rmt-info-fec-03.txt>
    as an Informational RFC.

    Secretariat to send announcement.

    12. The IESG had no problem with the publication of Assignment of the
    'OAM Alert Label' for MPLS Operation and Maintenance (OAM)
    functions <draft-ohta-mpls-label-value-03.txt> as an Informational
    RFC. Secretariat to convey to RFC Editor.

    13. The IESG had no problem with the publication of Asynchronous
    Transfer Mode (ATM) Package for the Media Gateway Control Protocol
    (MGCP) <draft-rajeshkumar-mgcp-atm-package-07.txt> as an
    Informational RFC. Secretariat to convey to RFC Editor.

    14. The IESG had no problem per se with the publication of Per Hop
    Behaviors Based on Dynamic Packet States
    <draft-stoica-diffserv-dps-01.txt> as an Experimental Protocol, but
    Thomas and Allison are to prepare an IESG Note.

    Once written and approved, Secretariat to convey to RFC Editor.

    15. The IESG approved publication of Selection and Sort Extension for
    SLP <draft-zhao-slp-customization-05.txt> as an Experimental
    Protocol. Secretariat to send announcement.

    16. The IESG tentatively approved publication of The 'tag' URI scheme
    and URN namespace <draft-kindberg-tag-uri-04.txt> as an
    Informational RFC. Patrik to check with W3C to be sure this
    document does not raise issues or cause problems. If ok,
    Secretariat to send announcement.

    17. The Proposed Telechat Timetable is no longer proposed. Thomas to
    send text describing an additional milestone, and Steve will add
    it.

    18. The IESG needs to review the RFC Editor response to the proposed
    NITs document. Assuming no major problems arise, Harald to send to
    wgchairs list. Allison to write cover letter to go with the message
    from Harald.

    19. The following actions are still under discussion:

    20. Action on Issues in candidate access router discovery for seamless
    IP-level handoffs <draft-ietf-seamoby-cardiscovery-issues-03.txt>
    was deferred to provide additional review time. This document will
    be on the next agenda.

    21. New Tasks:

    o Allison to send DISCUSS comments on draft-ietf-zeroconf-ipv4-
    linklocal
    o Erik to send DISCUSS comments on draft-ietf-zeroconf-ipv4-linklocal
    o Alex to send DISCUSS comments on draft-ietf-zeroconf-ipv4-linklocal
    o Allison to send DISCUSS comments on the draft-ietf-provreg-epp
    documents
    o Allison to designate RMT experts for IANA
    o Allison and Thomas to draft note for draft-stoica-diffserv-dps
    o Patrik to check with W3C to see if there are any problems with
    draft-kindberg-tag-uri
    o Leslie to send mintes from the IETF/W3C joint meetings to the
    Secretariat, who will make them accessible via the web page.
    DONE o Allison to write cover letter for NITS document.
    o Harald to send NITS document and cover to wgchairs
    o Patrik somehow found himself in charge of the JXTA BOF. Promises of
    sushi permeated the discussions.

    To be added to the remaining action items:

    IP o Steve to check and verify that all wg email archives at IETF.ORG
    are being fed
    IP o Allison to review draft-agrawal-sip-h323-interworking-reqs and
    send decision to IESG. If OK, Steve to announce.
    IP o Thomas to draft a charter task for DHCP server and relay-agent
    authentication
    DEFER o Steve to investigate use of web designer
    IP o Ned to write MIME and MEDIA TYPES Roadmap document
    IP o Jeff to compare and contrast identity vs. identifier
    o Erik to document process of how the IESG goes about asking
    architectural questions of the IAB
    IP o Thomas to write (or cause to be written) a draft on "how to get
    to Draft".
    IP o Patrik to take action on elevating RFC2279 to Standard.
    o Allison to send in DISCUSS comments on draft-ietf-ldapext-locate
    o Thomas and Allison to investigate if problem with DNS Root WRT
    3GPP
    o Thomas to contact Cablelabs to discuss formal relationship with
    IAB
    IP o Steve to figure out how to handle Liaison statement submissions
    o Allison to provide RFC Editor note for draft-garcia-sipping-3gpp-
    p-headers
    o Bert to revise MIB Copyright statement. Will then solicit legal
    review
    o Thomas to send in suggestions for Extensions Statement. Scott to
