    1. The minutes of the November 6 Teleconference were approved. Steve to
    place in public archives.

    2. The IESG approved publication of Enhancing TCP Over Satellite
    Channels using Standard Mechanisms
    <draft-ietf-tcpsat-stand-mech-06.txt> as a BCP. Steve to send
    announcement.

    3. The IESG approved publication of PPP LCP Internationalization
    Configuration Option <draft-ietf-pppext-lcp-charset-05.txt> as a
    Proposed Standard. Steve to send announcement.

    4. The IESG approved publication of Procedure for Defining New DHCP
    Options <draft-ietf-dhc-new-options-05.txt> as a BCP. Steve to send
    announcement.

    5. Jeff Schiller to provide comments on Router Renumbering for IPv6
    <draft-ietf-ipngwg-router-renum-06.txt> to Thomas, who will combine
    with Scott's comments (already submittted) and send off to the
    authors. An updated document is needed.

    6. The IESG approved publication of DHCP Option for User Authentication
    Protocol <draft-ietf-dhc-options-uap-02.txt> as a Proposed Standard,
    but request the RFC Editor to retitle to "DHCP Option for The Open
    Group's User Authentication Protocol"

    Steve to send announcement.

    7. After a considerable amount of discussion, The IESG agreed that
    Layer Two Tunneling Protocol 'L2TP' <draft-ietf-pppext-l2tp-11.txt>
    be returned to the Working Group for extensive rewriting. There was
    concern that the protocol could not be implemented from the document
    and that suggested editorial improvements had been ignored. Thomas
    to convey to the working group.

    8. The IESG approved publication of Gateways and MIME Security
    Multiparts <draft-freed-gatesec-03.txt> as a Proposed Standard.
    Steve to send announcement.

    9. The IESG tentatively approved publication of HTTP Extensions for
    Distributed Authoring -- WEBDAV <draft-ietf-webdav-protocol-10.txt>
    as a Proposed Standard, but it was discovered that yet another
    revision was needed due to Last Call comments received. An update is
    anticipated.

    10. The IESG approved publication of IPv6 over Non-Broadcast Multiple
    Access (NBMA)networks <draft-ietf-ion-ipv6-02.txt> and IPv6 over ATM
    Networks <draft-ietf-ion-ipv6-atm-03.txt> as Proposed Standards.
    Steve to send announcement.

    11. The IESG approved publication of Textual Conventions for MIB Modules
    Using Performance History Based on 15 Minute Intervals
    <draft-ietf-atommib-perfhistTC-05.txt> as a Proposed Standard. Steve
    to send announcement.

    With the approval of draft-ietf-atommib-perfhistTC, Steve can now
    send the Protocol Action announcements for the following I-Ds that
    were approved as Proposed Standards in September:

    Definitions of Managed Objects for the DS1, E1, DS2 and E3
    Interface Types <draft-ietf-trunkmib-ds1-mib-09.txt>

    Definitions of Managed Objects for the DS3/E3 Interface Type
    <draft-ietf-trunkmib-ds3-mib-09.txt>

    12. The IESG approved creation of the DAV Searching and Locating (dasl)
    Working Group. Steve to send anouncement.

    13. The IESG tentatively approved creation of the LDAP Duplication,
    Replication, Update Protocols (ldup) Working Group once text is
    added to the charter insuring that the WG maintain adequate
    communications with other standards groups working in this area.
    Upon receipt of the revised text from either Keith or Patrik, Steve
    to send announcement.

    14. The IESG approved creation of the Signaling Transport (sigtran)
    Working Group. Steve to send announcement.

    15. The IESG tentatively approved creation of the Media Gateway Control
    (megaco) Working Group once Scott identifies the WG chair. Steve to
    send announcement to new-work. After one week, the WG will become
    active.

    16. The IESG approved publication of IPPM Metrics for Measuring
    Connectivity <draft-ietf-ippm-connectivity-04.txt> as an
    Experimental RFC. Steve to send announcement.

    17. Action on Architectural Implications of NAT
    <draft-iab-nat-implications-02.txt> was deferred as a new version of
    the document will be requested (Vern and Keith both have comments to
    be conveyed to the IAB.

    18. The IESG approved publication of Limitations of Internet Protocol
    Suite for Distributed Simulation in the Large Multicast Environment
    <draft-ietf-lsma-limitations-04.txt> as an Informational RFC. Steve
    to send announcement.

    19. The IESG re-re-affirmed its approval of The ESP CBC-Mode Cipher
    Algorithms <draft-ietf-ipsec-ciph-cbc-04.txt> as a Proposed Standard
    after reviewing all correspondence related to Bill Simpson's protest
    and the teleconference held earlier in the week. Steve to send the
    announcement.

    20. Due to the overfilled agenda, the IESG ran out of time and was
    unable to review or discuss any of the individual submissions to the
    RFC Editor. Steve to request extension until January, 1999.
