    1. The minutes of the September 10 Teleconference were approved. Steve
    to place in public archives.

    2. A suggestion was made that a copy of the previous telechat minutes
    be included with the telechat package. Steve agreed to do this.

    3. The IESG approved publication of RTP Payload Format for BT.656 Video
    Encoding <draft-tynan-rtp-bt656-03.txt> as a Proposed Standard.
    Steve to send announcement.

    4. The IESG tentatively approved publication of Guidelines for Writing
    an IANA Considerations Section in RFCs as a BCP once the updated
    version <draft-iesg-iana-considerations-06.txt> is submitted and
    announced. When done, Steve to send announcement.

    5. The IESG tentatively approved publication of RTP Payload Format for
    the 1998 Version of ITU-T Rec. H.263 Video (H.263+)
    <draft-ietf-avt-rtp-h263-video-02.txt> as a Proposed Standard. Once
    the Last Call Period expires, assuming no negateive comments are
    received, Steve to send announcement.

    6. The IESG approved publication of Internet X.509 Public Key
    Infrastructure Certificate and CRL Profile
    <draft-ietf-pkix-ipki-part1-11.txt> as a Proposed Standard. Steve to
    send announcement.

    7. The IESG had no problem with the publication of PKCS #1: RSA
    Cryptography Specifications Version 2.0
    <draft-kaliski-pkcs-pkcs1v2-01.txt> as an Informational RFC. Steve
    to notify RFC Editor.

    8. The IESG had no problem with the publication of Provider
    Architecture for Differentiated Services and Traffic Engineering
    (PASTE) <draft-li-paste-01.txt> as an Informational RFC with a
    slight title change: inserting "A " at the beginning of the
    title, pending a review by Rob. When Rob sends an OK to Steve,
    Steve to notify RFC Editor.

    9. The IESG approved publication of Microsoft PPP CHAP
    Extensions <draft-ietf-pppext-mschap-00.txt> as an Informational
    RFC with the following text included as an IESG Note:

    The protocol described here has significant vulnerabilities.
    People planning on implementing or using this protocol should
    read section 12 "Security Considerations."

    10. The IESG discussed the implications of the new IANA organization,
    particularly focusing on the concept of the Protocol Supporting
    Organizations sections, the role of the IETF, etc. Scott [was]
    volunteered to work with Brian to write-up a draft set of by-laws
    for the Protocol Support Organization.
