    1. The minutes of the July 16 Teleconference were approved. Steve to
    place in public archives.

    2. The IESG approved publication of the following Internet-Drafts as
    Proposed Standards:

    In the same action, the IESG also approved publication of the

    IP Security Protocol Working Group to consider IP Security Document
    Roadmap <draft-ietf-ipsec-doc-roadmap-02.txt>

    The OAKLEY Key Determination Protocol
    <draft-ietf-ipsec-oakley-02.txt>

    Steve to send announcement after confirming the RFC Editor note for
    the IPSEC-OAKLEY document is included, along with a statement that
    the acknowledgements will be verified and corrected where necessary
    prior to its advancement to Draft Standard.

    3. The IESG tentatively approved publication of the following Internet-
    Drafts as Draft Standards:

    Internet Protocol, Version 6 (IPv6) Specification
    <draft-ietf-ipngwg-ipv6-spec-v2-02.txt> replacing RFC 1883,
    currently a Proposed Standard. Note that this version number has
    not yet been submitted.

    Neighbor Discovery for IP Version 6 (IPv6)
    <draft-ietf-ipngwg-discovery-v2-02.txt>, replacing RFC1970,
    currently a Proposed Standard

    IPv6 Stateless Address Autoconfiguration
    <draft-ietf-ipngwg-addrconf-v2-02.txt>, replacing RFC1971,
    currently a Proposed Standard

    Internet Control Message Protocol (ICMPv6) for the Internet
    Protocol Version 6 (IPv6) Specification
    <draft-ietf-ipngwg-icmp-v2-00.txt> replacing RFC 1885, currently a
    Proposed Standard

    The IESG also approved Path MTU Discovery for IP version 6 <rfc1981>
    as a Draft Standard.

    When draft-ietf-ipngwg-ipv6-spec-v2-02.txt is submitted, Scott will
    review to confirm that the required changes were made. When he's
    happy, Scott to notify Steve who will send the announcement.

    4. The IESG approved formation of the NFSv4 Working Group in the
    Transport Area. Steve to send description to the new-work list.
    After one week, the announcement will be sent.

    Steve was requested to inform Marcia of the status change. Her
    response was: oh good, another conflict to avoid.

    5. The IESG approved publication of Some Testing Tools for TCP
    Implementors <draft-ietf-tcpimpl-tools-03.txt> as an Informatinal
    RFC. Unfortunately, an update arrived on August 3, so Vern or Scott
    to review to ascertain whether the IESG needs to re-review. If
    another review is not necessary, Steve to send announcement.

    6. The IESG tentatively approved publication of the following:

    Simulation Studies of Increased Initial TCP Window Size
    <draft-ietf-tcpimpl-poduri-02.txt> as an Informational RFC (note
    that this document does not yet exist)

    When TCP Starts Up With Four Packets Into Only Three Buffers
    <draft-shepard-tcp-4-packets-3-buff-02.txt> as an Informational RFC
    (Vern is to supply text for the RFC Editor note)

    Increasing TCP's Initial Window <draft-floyd-incr-init-win-03.txt>
    as an Experimental RFC.

    All three are to be announced as a set.

    7. The following were previously approved but waiting for IPSEC to pass:

    o IP Payload Compression Protocol (IPComp) [PROPOSED]
    <draft-ietf-ippcp-protocol-06.txt>
    o IP Payload Compression Using DEFLATE [INFORMATIONAL]
    <draft-ietf-ippcp-deflate-03.txt>
    o IP Payload Compression Using LZS [INFORMATIONAL]
    <draft-ietf-ippcp-lzs-04.txt>

    When the IPSEC Protocol Action announcement is sent, Steve to send
    the IPPCP Protocol Action Announcement as well.

    8. Action on Armenian Character Sets: Implementation Guide
    <draft-melikyan-armenian-charsets-00.txt> was deferred as Harald
    requested a wider review. Steve to convey to the RFC Editor.

    9. Harald sent a respone to the authors of Extensions to the Internet
    Relay Chat Protocol (IRCX) <draft-pfenning-irc-extensions-04.txt>,
    requesting an improved version of the docucment. Steve to convey to
    the RFC Editor.

    10. The IESG had no problem with the publication of Load Sharing using
    IP Network Address Translation (LSNAT)
    <draft-srisuresh-lsnat-03.txt> as an Informational RFC. Steve to
    convey to the RFC Editor.

    11. The day after the IESG Telechat, the IESG approved publication of
    Uniform Resource Identifiers (URI): Generic Syntax and Semantics
    <draft-fielding-uri-syntax-04.txt> as a Draft Standard.

    The next IESG Telechat is August 13, and will be the last one prior to
    the Chicago IETF Meeting.
