    Minutes

    1. The minutes of the December 18 Teleconference were approved. Steve to
    place in public archives.

    2. The IESG approved publication of IETF Policy on Character Sets and
    Languages <draft-alvestrand-charset-policy-02.txt> and IANA Charset
    Registration Procedure <draft-freed-charset-reg-04.txt> as BCP RFCs.

    The IESG also approved publication of UTF-8, a transformation format of
    ISO 10646 <draft-yergeau-utf8-rev-01.txt> as a Proposed Standard, but with
    the understanding the RFC Editor will be asked to lowercase the word MUST.

    3. The IESG approved publication of Definitions of Managed Objects for IEEE
    802.12 Repeater Devices <draft-ietf-vgmib-repeater-dev-04.txt> as a
    Proposed Standard. Steve to send announement.

    4. The IESG approved creation of the LDAP Service Deployment (lsd) Working
    Group in the Operations and Management Area. Steve to send announement.

    5. The IESG approved publication of Architectural Principles of Uniform
    Resource Name Resolution <draft-ietf-urn-req-frame-04.txt> as an
    Informational RFC. Steve to send announement.

    6. The IESG approved publication of Using the MARS model in non-ATM NBMA
    networks <draft-armitage-ion-mars-nbma-02.txt> as an Informational RFC.
    Steve to send announement.

    7. The IESG approved publication of Hot Standby Router Protocol (HSRP)
    <draft-li-hsrp-01.txt> as an Informational RFC with the inclusion of
    the following text as an IESG note:

    This document reflects an existing deployed protocol. The IETF
    does have a working group which is in the process of producing a
    standards track protocol to address the same issues.

    8. The IESG approved publication of Network Ingress Filtering: Defeating
    Denial of Service Attacks which employ IP Source Address Spoofing
    <draft-ferguson-ingress-filtering-03.txt> as an Informational RFC. Steve
    to send announement.

    9. The IESG had no problem with the publication of Scalable support for
    multi-homed multi-provider connectivity
    <draft-rfced-info-bates-multihoming-01.txt> as an Informational RFC. Steve
    to notify the RFC Editor.

    10. The IESG had no problem with the publication of A Description of the
    RC2(r) Encryption Algorithm <draft-rivest-rc2desc-01.txt> as an
    Informational RFC. Steve to notify the RFC Editor.

    11. The IESG approved creating a list of recipients in different standards
    making organizations. The list is to facilitate keeping other groups
    advised of new efforts such as proposed working groups (as a single
    example). The list is to contain representatives from the various groups
    as identified by the IAB Chair. Only list members are to be able to post
    messages.

    For Proposed Working Groups, the text will clearly state that the group
    has a PROPOSED status only (no guarantee that the WG will be established).
    The text will contain the WG Description, and a courtesy copy will be sent
    to the IETF Announcement list.
