    Minutes
    -------

    1. The minutes of the July 6 IESG teleconference were approved. Coya
    to place in Shadow Directories.

    2. The IESG approved the publication of OSPF Version 2 Management
    Information Base <draft-ietf-ospf-mib-06.txt> as a Draft Standard.
    Joel reported that some editorial notes needed to be added to the
    Protocol Action writeup. Once received, Coya to send announcement.

    3. The IESG approved the publication of IP Forwarding Table MIB
    <draft-ietf-ospf-cidr-route-mib-05.txt> as a Proposed Standard.
    Joel reported that some editorial notes needed to be added to the
    Protocol Action writeup. Once received, Coya to send announcement.

    4. The IESG approved the creation of the Receipt Notifications for
    Internet Mail (receipt) Working Group in the Applications Area.

    5. The IESG had no problem with the publication of Multimedia E-mail
    (MIME) User Agent checklist <draft-ietf-mailext-mime-check-01.txt>
    as an Informational RFC.

    6. The IESG discussed The Exponential Security System TESS, an
    individual submission to the RFC Editor for publication as an
    Informational RFC. There is a great deal of concern about documents
    being published as RFCs, and that Informational RFCs are not
    intended as an alternative to publication in regular peer reviewed
    academic journals of material more appropriate for such journals.

    Coya to send a note to the RFC Editor stating that while there is
    no problem with the publication of this document as an
    Informational RFC, the IESG would like the RFC Editor to consider
    whether such submissions are suitable for publication as an RFC,
    and have an alternative to suggest document publication elsewhere.

    7. The IESG decided it was time to move forward with the Variance
    document <draft-postel-variance-00.txt>. Coya to send a 4 week Last
    Call announcement to the IETF.
