Peter: hope is that draft can be decoupled and not have normative reference
Stewart: when is ieee spec out? Don't want draft spec
Peter: Q3/Q4 this year
Peter: Provided enough information to explain why and hopefully it's decoupled
Stewart: Would like mis-ref and have "real spec" properly referenced
Peter: Prefer decouple
