    1. The IESG approved the minutes of the October 26 teleconference.
    Coya to place in public directories.

    2. The IESG deferred action on Transition Mechanisms for IPv6 Hosts
    and IPNG Routers <draft-ietf-ngtrans-trans-mech-01.txt> due to the
    current text pertaining to use of host tables. The Internet-Draft
    needs to be re-issued with additional text reinforcing the fact
    that while host tables may be used during transition to IPv6, they
    do make renumbering more difficulty, and their use is discouraged in
    a production environment.

    When the updated Internet-Draft is submitted and available, the
    IESG will review the text and continue the balloting process
    electronically.

    3. The IESG approved the reclassification of RFC1137 (Mapping between
    full RFC 822 and RFC 822 with restricted encoding) as Historic.

    4. The IESG approved the publication of the following
    Internet-Drafts:

    o SMTP Service Extensions <draft-ietf-smtpext-extensions-05.txt>
    o SMTP Service Extension for Message Size Declaration
    <draft-ietf-smtpext-size-02.txt>

    as Internet Standards. Coya to send announcement.

    5. The IESG approved the publication of the following
    Internet-Drafts:

    o SMTP Service Extension for Delivery Status Notifications
    <draft-ietf-notary-smtp-drpt-06.txt>
    o The Multipart/Report Content Type for the Reporting of Mail
    System Administrative Messages
    <draft-ietf-notary-mime-report-06.txt>
    o Enhanced Mail System Status Codes <draft-ietf-notary-status-04.txt>
    o An Extensible Message Format for Delivery Status Notifications
    <draft-ietf-notary-mime-delivery-07.txt>

    as Proposed Standards. Coya to send announcement.

    6. The IESG deferred action on IPv6 Address Allocation Management
    <draft-iab-iesg-ipv6-address-alloc-00.txt> pending a revised
    technical summary to be provided by Scott.

    7. The IESG approved the creation of the SNMP Agent Extensibility
    Working Group in the Network Management Area. Coya will hold off
    the announcement until the administrative information is provided.

    8. The IESG approved the creation of the Common Indexing Protocol
    Working Group in the Applications Area. Some changes to the charter
    were suggest, and Harald is to provide a revised charter. When
    received, Coya to announce the WG.

    9. The IESG approved the creation of the Guide for Internet Standards
    Writers Working Group, jointly chartered in the Operational
    Requirements and User Services Areas. Coya to send announcement.

    10. The IESG approved the creation of the Public-Key Infrastructure
    (X.509) Working Group in the Security Area. Coya to send
    announcement.

    11. The IESG approved OSI NSAPs and IPv6
    <draft-ietf-ipngwg-nsap-ipv6-00.txt> as an Experimental Protocol.
    Coya to send announcement.

    12. The IESG approved Form-based File Upload in HTML
    <draft-ietf-html-fileupload-03.txt> as an Experimental Protocol.
    Coya to send announcement.

    13. The IESG approved the publication of ARP Extension - UNARP
    <draft-malkin-unarp-01.txt> as an Experimental Protocol. Coya to
    send announcement.

    14. The IESG decided to withdraw its recommendation that the
    SIP/SIPP/IPNG set of Internet-Drafts be published as Historic RFCs,
    though the documents should be held pending further action. The
    IPNG Area directors will confer with the WG Chairs and document
    authors. It was suggested that the individual document authors seek
    publication as RFCs if desired, and not handle as a set.

    Coya to notify RFC Editors and ask them not to publish the
    Internet-Drafts as Historic RFCs at this time.
