    Minutes

    1. The IESG approved the minutes of the August 3 teleconference. Coya
    to place in Shadow directories.

    2. The IESG discussed The Simple Public-Key GSS-API Mechanism (SPKM)
    <draft-ietf-cat-spkmgss-04.txt> that was submitted for
    consideration as a Proposed Standard, and decided to return it to
    the working group. Bradner identified some changes to the format
    that were needed for clarifications, and will work directly with
    the author.

    The IESG noted that the document does not contain information for
    obtaining licenses that are required for implementation, and noted
    that RFC1170 did not comply with the requirements of RFC1602.

    When the changes are made, an updated version will be posted as an
    Internet-Draft. Once done, the IESG will recommend publication as
    an Experimental Protocol.

    Jeff Schiller will convey this information to the Working Group via
    the WG Chair.

    3. The IESG deferred action on the publication of IP Authentication
    using Keyed SHA as an Experimental Protocol as more time was needed
    to review the document. Coya to send note to the authors.

    4. The IESG deferred action on the publication of The ESP Triple DES
    Transform as an Experimental Protocol as more time was needed
    to review the document. Coya to send note to the authors.

    5. The IESG deferred action on the publication of IP in IP Tunnelling
    as an Informational RFC as there is a similar document being
    prepared within a WG. Joel will confer with both authors and
    coordinate the documentation effort.

    6. The IESG made the following decisions for the Dallas IETF:

    a. There will be an IESG- WG Chair meeting Monday morning.
    b. The decision to have an IESG breakfast room for Thursday through
    Friday was deferred. The Secretariat is to obtain cost estimates
    for hot breakfasts.
    c. WG meeting slots will be available for Friday morning and one
    afternoon session.
    d. The IESG and the IAB Liaisons will meet Friday afternoon in Dallas.
    e. Scott will handle the WG training session in LA.

    7. Brian and Scott will prepare a draft note to RFC Editor suggesting
    that all RFC submissions be made available as an Internet-Draft for
    at least two weeks prior to publication as Informational or
    Experimental RFCs. Draft will be reviewed by the IESG prior to
    transmission.

    8. Scott reported that the Object Management Group would like to make
    their standards into IETF Standards. Scott will continue to explain
    how the standards process works in the IETF.
